Who is responsible for approving waivers in the Army?

I was just wondering if it was the head recruiter that approved them or if they were sent somewhere for approval? I was discharged from the USCG with an RE-3g code and am eligible to re-enlist with a waiver. Just wanted to know who would be approving it and also how long will it take?
