Can I join the Army if I have...?

unpaid fines? There are for something that happened when I was 17 and I am not on probation for it any longer. The recruiter said the charges he could get a waiver for but I'm not sure about me having the unpaid fines? I planned on paying them with the bonus whenever I got it but I heard recently that they aren't accepting anyone that has unpaid fines?
