My xbox live is not working (port 3074?)?

My xbox live does not appear to work. it keeps giving me the option to reset my router, that clearly doesn't do anything. I have done this numerous times and it refuses to work. I even went out and bought a new router. It also gives me the question if i have port 3074 opened and that my firewall isn't blocking it. I am slightly experienced with networking so i have went over this and made sure everything was open, still no luck. (yes I even port forwarded ports 53 80 88 and 3074, with their assigned TCP or UDP.) other things on my network work, such as my multiple computers, and my wifi for my ipod touch works. I know microsoft isn't down because my friends can connect to it themselves. I would think it is my ISP but my friend also has the same ISP and he can connect fine. Is there any other suggestions I can try? My Info on my router is a netgear, and I own the new version of xbox 360.
