Utorrent Download Speed Tracker issue?

This might be a dual fold issue. As far as the offline, no host or connection that just means your computer cannot connect to that tracker. So it cannot pull any information from that tracker (the tracker might be blocked or just be down). As far as seeders, if you have enough seeders and you are CONNECTED to them as you said you should have no problems downloading at a faster rate. Your best bet is to change the port that your tracker is running on to see if that makes a difference so that maybe you can connect to more seeders. If that does not work then your ISP is throttling torrent downloads on your connection. If that is true, you really have no way around that unless they lift that throttle on your line.
