Opening a certain port on a router?

Many ISPs don't allow customers to host servers. So the port may be blocked at the ISP level (for incoming traffic). Also, it is possible that Windows Firewall is blocking the port. If you do a tracert //your IP//:25565 on an outside PC you can see whether you get through your router or not.
