Cod2 Server Hosting Networking Issue?

It will always default to the local 192 ip address, because that server has no other ip address to choose from. Sure, your external ip address is something else, but the server doesn't know that. It has one network adapter, and that adapter was assigned a 192 ip address, so that's what it will use.
