Can an Army recruiter change the AIT starting date before me shipping out to basic?

No can do. The schedule of Boot and AIT are made by entities that the recruiter has no control of at all, whether it is active duty or reserve. Both get treated the same. Sorry to say, but your two spare weeks will be doing scut work at your AIT station before AIT starts. As for college, better check your training times because depending on the length of AIT, you might not be back to school until next fall.
